TANDEM activities that aim at enhancing the dialogue between WACREN and policy makers, international donors, regulatory authorities and telecom operators in order to get recommendations on policy, financial and regulatory issues:
CREATION OF A CONSULTATIVE GROUP: “POLICY MAKERS, DONORS, REGULATORY AUTHORITIES OF WEST AND CENTRAL AFRICA GROUP” (PODWAG)
The group will be composed of Governmental stakeholders, international donors, Policy and Decision Makers (Research and Education, Telecom operators).
Starting with PODWAG, through the creation and establishment of a community that will survive well beyond the end, TANDEM aims at maintaining a permanent dialogue at the policy maker and donor level.
Report on the PODWAG definition and sub-group structure (See D2.1 – Creation of a Policy and Donors West and Central Africa Group (PODWAG)
With the support of the PODWAG, this task will work on policy maker’s cost and benefit tool kit.
- Identify the public and private financial support opportunities for NRENs (donors working group)
- Elaborate sustainable funding models for RENs (donors working group)
- Outline the regulatory topics linked with the interconnection of NRENs (regulatory working group)
- Define recommendations for REN policies (policy working group)
Report on policy financial and regulatory issues with opportunities for the development of WACREN and NREN
TANDEM will organise 3 National Policy Development Workshops and 1 Regional High-Level Policy Development workshop
With a particular focus on specific thematic topics (health, food security, environment), the workshops will represent the opportunity to spread awareness, debate with national and regional stakeholders (governmental authorities, regulatory bodies, deciders of research and education institutions, donors).
An event report will be produced and it will compile all the outcomes of the workshops. It will include proceedings, attendee list, press clippings, and the results of the working sessions
